The Central Human Resource Development (HRD) Department shall be responsible for developing every member of the organization in a manner conducive to attaining the pleasure of Allah. Based on the Qur’an and Sunnah, the department shall implement comprehensive annual plans from the branch level down to the sub-branch level, through which various programs—including Qur’an classes, discussion circles, reading circles, study circles, and reading evaluation examinations—shall be conducted for all members.

Through these initiatives, the department shall continuously strive to develop the organization’s human resources at every level into individuals who are steadfast, competent, and ideologically mature.
