The Central Foundation Department shall systematically manage the organization’s financial base, asset management, and the development of long-term resources. Its primary responsibility shall be to establish an active framework under the department in branches that possess fixed assets, appoint a Foundation Secretary at each branch, and initiate operations in accordance with policies issued by the central authority.

At the beginning of each year, the department shall ensure the registration of foundations or trusts, collect the necessary documentation, and maintain updated records at the branch level as part of its regular functions.
